Distribute the student handout (Attachment B). Allow students to work in pairs for 10 to 15 minutes, brainstorming the key issues confronting government in Virginia.
Lead a class discussion using the results of the brainstorming. Call on each pair to contribute.
Explain that solving these and other issues are the job of the state government.
Ask students to generate additional issues, such as the environment.
